Unicity of codes, if required, is not managed by the present model. Primary code is unique by construction (see TSIs) and created at country level (by National Allocation Entity); secondary code is created at company level, so different companies may have introduced, in the past, different codes for the same location. In the future (ongoing works, as of 3/2022) , NAEs will take care of unicity by designating primary responsible entity.
