In reality, autonomous agents require atomic, per-use consumption of specific datasets, skills, context windows, and graph queries. A digital commodities marketplace enables frictionless, machine-to-machine exchange of granular data, information, and knowledge assets without manual signup friction.

x402 utilizes standard HTTP 402 Payment Required response headers. When challenged, an agent signs an EIP-3009 authorization off-chain. Circle's batching gateway middleware (@circle-fin/x402-batching) verifies the signature, aggregates micro-charges into batched USDC settlements, and unlocks the resource in milliseconds without human checkout screens or credit cards.

While x402 provides the value-transfer rails, LOAC provides the semantic governance layer. It represents principals, agents, offers, licenses, and delegation (On-Behalf-Of) as first-class graph entities, allowing Attribute-Based Access Control (ABAC) to dynamically enforce license rights across multi-representation endpoints.

Unlike static file downloads, a Graph DBMS (such as OpenLink Virtuoso) can gate query complexity, specific subgraphs, CONSTRUCT reasoning runs, or COUNT(*) queries. Agents can buy a targeted query execution slice ($0.01) rather than purchasing the entire monolithic dataset ($100), making intelligence acquisition hyper-efficient.

An AI agent does not require its own independent bank account. Through cryptographic WebID delegation links (oplcert:hasIdentityDelegate / oplcert:onBehalfOf), the agent spends against an enterprise or user treasury subject to programmatic ABAC budget policies and non-repudiable audit logs.
